我們呼籲衛福部必須將照顧支持人力公共化,不要再把責任推給障礙個人與家庭。障礙者應獲得穩定充足的服務、政府應提供補助服務費用,並且保障移工及服務人員各項權利,以上議題都必須重新檢討。讓障礙者以及提供服務者能夠有對等的關係。移工應該有權利選擇進入長照服務或者是個人助理服務或其他人力支持服務的機會。
We call on the Ministry of Health and Welfare to take public responsibility for the provision of care and support workers, rather than continuing to place the burden on persons with disabilities and their families.
Persons with disabilities should have access to stable, sufficient, and high-quality support services. The government should provide adequate funding and subsidies for these services while ensuring that support workers enjoy fair labor rights, protections, and working conditions. These issues require a comprehensive review and reform.
Such reforms would help foster a more equal and respectful relationship between persons with disabilities and those who provide support services.
Migrant workers should also have the right to choose whether to work in long-term care services, personal assistance services, or other forms of support and care services, rather than being limited to a single employment pathway.

行動原因:
6月16日是國際家務工日,台灣移工聯盟、台灣身心障礙者自立生活聯盟、婦女新知基金會等移工、障礙者、婦女權利團體將於6月14日共同到衛福部陳情,表達家事移工放假是基本權利、照顧需求要由公共政策來滿足,要求衛福部將家事移工納入長照人力。
發起團體將指出長照現場出四大現象「長照棄重就輕、移工代罪羔羊、勞動部亡羊補牢、衛福部冷眼旁觀」,並訴求「家事移工納入長照人力」,由長照機構聘僱。希望藉此滿足長者、障礙者的24小時服務需求,同時保障家事移工的勞動權益。
行動內容

Background of the Action
June 16 is International Domestic Workers’ Day. On June 14, migrant worker, disability rights, and women’s rights organizations, including the Migrant Empowerment Netwrok Taiwan (NENT), the Independent Living Taiwan (ILT), and the Awakening Foundation, will jointly petition the Ministry of Health and Welfare (MOHW).
The groups will emphasize that the right to rest and take leave is a fundamental right of domestic workers, and that care needs should be met through public policy rather than being placed solely on individual workers and families. They call on the MOHW to incorporate migrant domestic workers into Taiwan’s long-term care workforce system.
The organizations will highlight four major problems in Taiwan’s current care system:
•Long-term care prioritizes light over intensive care needs
•Migrant domestic workers are being made scapegoats
•The Ministry of Labor is only offering piecemeal remedies
•The Ministry of Health and Welfare remains indifferent
The coalition advocates for integrating migrant domestic workers into the long-term care workforce and employing them through long-term care service agencies. This approach would help meet the 24-hour care needs of older persons and persons with disabilities while ensuring adequate labor protections for migrant domestic workers.

2.Speeches by organizers and supporters, including representatives of migrant domestic workers, disability rights organizations, women’s rights groups, and migrant worker organizations.
Demand
We call for migrant domestic workers to be employed by long-term care service agencies, with long-term care funding provided to support service users. This would ensure an adequate care workforce for all people who require care services, while also protecting the labor rights and working conditions of migrant domestic workers.
